The Wyandotte Creek Groundwater Sustainability Agency approved its consent agenda and 2026 meeting calendar Dec. 18 and heard an update from GSA program manager Dylan McGregor on an expedited fee study and county financial support.
McGregor told the board that the county considered terminating a cost-share agreement with the GSAs early but ultimately directed the county water department to continue the cost share "until the end of or until fiscal year 28," and that the county will revisit the agreement at the end of fiscal year 27. McGregor said the board can use that continuity as it proceeds with ad hoc discussions about future governance.
On the fee study, McGregor said the board in November approved framing the fee as a regulatory, two-part structure: "a 2 part fee comprising of a base fee and a groundwater use fee," and that the fee consultant has requested data from local water providers named in the transcript as Thermolito, Thermolito Water and Power District, South Feather Water and Power Agency and Cal Water. He said staff plan to request placement on the South Feather Water and Power Agency board agenda in February and to hold public workshops in mid-March with a virtual option to present fee scenarios to stakeholders.
McGregor also noted an expedited schedule to complete work before a planned absence in February. He said staff will try to complete as much as possible before that leave and will send calendar invitations for the next meeting, scheduled for Jan. 15, 2025, at 2 p.m.
The board took two routine actions: approving the consent agenda (minutes and an MOU) and approving the advisory meeting calendar after motions and affirmation by the presiding officer. There were no public comments recorded during the meeting. The session adjourned with confirmation of the next meeting date.
