The Madera City Council unanimously approved a series of administrative and procurement items Wednesday, including a contract with QA Contractors to support permanent asphalt concrete patching, slurry sealing and related alley/valley repairs, an increase in funds for the 2025 Urban Water Management Plan and the city’s list of 2026 annual proclamations.
City Manager Arnoldo Rodriguez explained the pavement item is meant to provide permanent repairs after the city’s crews apply temporary fixes for utility trenching and water leaks. Staff reported four bids on an RFP for paving and pilot programs; the bids ranged from about $2.8 million to $4.6 million and staff recommended selecting the low bidder, QA Contractors, while spending only within the preapproved program budget of roughly $1 million. Council approved the contract.
On water planning, Rodriguez said state guidelines require jurisdictions of a threshold population to submit an Urban Water Management Plan every five years and that the city’s initial budget of $30,000 was insufficient. He asked the council to authorize up to an additional $45,000 so staff can select a consultant and pay for contract work up to $75,000 without returning to council; the council approved the allocation.
City Clerk Alicia Gonzales presented the proposed list of 2026 annual proclamations. Councilmember Evans requested adding a Martin Luther King Jr. proclamation for Jan. 19, and council approved the amended proclamation list.
Each motion passed unanimously and staff will execute contracts and return as needed with consultant reports or additional contract approvals when amounts exceed council authorization thresholds.
