Daly City approves FY2025 AB 1600 developer-fee report and adopts new building-code ordinance

Daly City’s council on Nov. 24 approved the fiscal-year 2025 annual report on developer public facility fees (AB 1600) and adopted a second-reading building-code ordinance.
Staff reported the AB 1600 fund had a beginning balance of $5,015,416 as of June 30, 2024. During FY2025 the city received $760,767 in developer-fee revenues and earned $248,963 in interest. A $941 transfer from the AB 1600 fund went to the capital-improvement fund for storm-drain work and $95,919 was returned to the AB 1600 fund from projects that did not use all allocated funds. Staff reported an ending balance of $6,120,153 as of June 30, 2025 and recommended council approval to meet state reporting requirements for segregating and accounting for public-facility fees.
Councilmember Perano asked whether the city could increase developer fees; staff said the city adopted an updated nexus study and fee rates in November 2024 and will continue to report on new collections and fee actions. Council moved, seconded and approved the AB 1600 report by voice vote.
On item 13, the council conducted a second reading and adoption of Ordinance No. 1484, repealing and replacing multiple chapters of Title 15 of the Daly City Municipal Code (building code). Staff presented the ordinance as a roll-call adoption. The city clerk recorded Ayes from DiGiovanni, Perano, Glenn Sylvester, Manalo and Dr. Rod; the ordinance was adopted.
