The Salinas City Council on Dec. 9 approved a resolution amending the city manager’s employment agreement to raise annual compensation from $300,000 to $315,000 effective Dec. 22, 2025, with a prorated payment for the remainder of the fiscal year.

City staff reported that the council met in closed session on Nov. 4, Nov. 18 and Dec. 2 to complete the city manager’s performance review; the amendment reflects that review. Public commenters offered mixed reactions—some said the manager has improved morale and organizational stability; others objected to a midterm raise without more visible community outreach. The council approved the amendment; Councilmember Sandoval recorded a no vote.
