Pacifica board reviews PTO guidelines; Ocean Shore PTO details fundraising and reserves

The Pacifica School District board received an informational presentation on district guidelines for parent‑teacher and school‑connected organizations and heard a financial review from Ocean Shore PTO officers.
"The purpose of our presentation is just to get everybody on the same page and have transparency and a good working relationship with all of our PTOs," said Stacy Stauffer, summarizing policy AR‑12‑30 requirements for authorization, bylaws, and district auditing rights.
Stauffer told the board that school‑connected organizations operate separately but that several reporting and approval steps exist: authorization by the board, routing reimbursements and some transactions through the district business office, and preapproval of fundraisers. She outlined that one regulation requires PTOs to grant the district the right to audit records and that fundraising participation must be voluntary for students and families.
Ocean Shore PTO representatives described their mission, fundraising history and expenses after the campus colocation. A PTO presenter said the group operates three checking accounts, runs a separate Ocean’s 4‑1 program with an anonymous donor contribution, and raised about $147,000 last school year against a budgeted goal of $160,000. The PTO reported using reserves for student programming, a PE teacher, field trips (including Yosemite), donations to an Oceanlight charter group and support for a staff family in crisis. Officers outlined upcoming joint fundraisers with Sunset Ridge, including a readathon and winter market.
Board members and staff asked for clarification about where PTO bylaws and signatory lists are stored, how large line items (for example, "teaching support" and a PE teacher stipend) are classified for tax and accounting purposes, and how the district will monitor compliance. A PTO representative said bylaws had been sent previously and financial documents were being uploaded to a shared folder for district review.
Trustees thanked the PTOs for their work and staff said a January meeting of PTO presidents will be convened to ensure understanding of the policy and to offer training on required documentation.
The presentation did not include board action; trustees indicated they would follow up through the district’s business office and the planned January PTO meeting.
