Committee approves pool renovation extension and awards park maintenance contracts
Summary
PECS approved a term extension for the NH Scott Park pool renovation (Summit Properties) to 04/30/2026 because of ADA and drainage redesigns, and approved a three-year maintenance contract for Sugar Creek Golf Course to Cypress Golf Management LLC (not to exceed $2.76M). A change order for public restrooms and showers (Romney Romtech) was also approved to address inflationary labor costs.
The Planning, Economic Development and Community Services committee approved several Parks, Recreation and Cultural Affairs procurement items affecting capital projects and maintenance.
Pool renovation: The committee approved Change Order No. 1 (term extension only) for the NH Scott Park pool renovation awarded to Summit Properties and Development Company LLC, extending the contract term to April 30, 2026. RPCA staff explained two redesign issues — ADA ramp elevations and a deck drain between the bathhouse and pool — required new engineering. Staff said the work remained within contingency and the department still expects to open the pool by Memorial Day as contracted.
Golf maintenance: The committee also approved a three-year invitation-to-bid award (with option to renew) for Sugar Creek Golf Course maintenance to Cypress Golf Management LLC as the lowest responsive bidder for an amount not to exceed $2,759,973.
Restroom/shower facilities: A separate change order (item 2025-1495) increases contract term and ratifies additional funds to Romney Romtech Incorporated for restroom and shower facilities across parks. Staff attributed the increase primarily to inflationary labor costs and said the change order allows completion of restroom projects at multiple parks.
Each item was moved, seconded and approved by voice vote. Departments will proceed with contract administration and scheduling.
