The Lakeland district policy committee reviewed and revised its draft uniform grievance policy and agreed to develop a step-by-step grievance form to create a consistent paper trail for complaints.
Unidentified Speaker 1, who led much of the reading and editing, said the committee’s goal is to ensure “if there is a problem, put it in writing so we have a paper trail,” and to have the form follow a case through each step.
The committee clarified the case-routing and timelines in the draft: a grievance unresolved at step 1 should be submitted on a grievance form to building administration, which “will provide their written decision to the individual included on the grievance form” within 15 working days of receiving the grievance. If not satisfied, a complainant may request superintendent review on the form within five working days of receiving the building administration decision; the superintendent will decide the matter within 10 working days of the meeting and notify parties in writing. An appeal of the superintendent’s decision to the board must be filed within five working days; the board will make a final decision and report it in writing within 30 working days of its review.
Committee members also addressed statutory and policy routing for specialized complaints: Title IX complaints will be routed to the Title IX coordinator for investigation under Policy 3085P; complaints alleging violations under Title II or Section 504 of the Rehabilitation Act were discussed as routed to the Federal Programs Director. Unidentified Speaker 4 advised the grievance policy should explicitly reference Policy 3085P so timelines and investigative procedures align.
On next steps the group agreed the policy text will be sent out for survey and the committee will return the drafted form for review before the policy is finalized. Unidentified Speaker 4 volunteered to draft the multi-page form (page 1: complainant info; page 2: building administrator response; page 3: superintendent review; page 4: board decision). The committee also asked staff to add cross-references to related policies, including the staff grievance policy (5250) and the district’s Title IX and extracurricular procedures.
