The Board of Vocational Nursing and Psychiatric Technicians on Nov. 18 approved a draft scope of work to commission a revenue and fee study intended to assess the board’s licensing and application fees and recommend changes to better align revenue with operating costs.
Executive Officer Yamaguchi said staff have drafted an RFP scope to guide a request for proposals and that findings are intended to inform the board and the Legislature during the board’s 2028 sunset review. Mark Guido, the board’s AEO, briefed members on current finances, noting the board is bringing in “quite a bit more money than we’re spending,” and that the projected fund balance equates to about 16.9 months of operations.
The board voted to approve the draft scope of work and moved to authorize the executive officer and the AEO to work with department budget staff to prepare any necessary budget change proposals to fund the study. The board also delegated interim authority to the executive committee to make certain administrative determinations between meetings; those decisions will be ratified by the full board at its next session.
Board members said the fee study is aimed at making the board’s revenue more equitable and structurally balanced; EO Yamaguchi said the study will consider historical operations and future needs and be completed in time to provide recommendations for the sunset process. The motions carried on roll call votes as recorded in the meeting.
Next steps: staff will issue the RFP and return recommendations on vendor selection, schedule and any required budget adjustments at a future board meeting.
