North Bend board accepts clean audit showing $2.7 million net improvement

Savannah, communications manager for the audit team, and Ash, the CPA presenting the report, told the board there were no audit findings or discrepancies and that the district’s financial statements presented fairly in all material respects. Ash summarized the numbers: program revenues were about $9.4 million, general revenues about $39.7 million, and the net change in position was roughly $2,600,000–$2,700,000.
The audit team noted a favorable general fund variance: revenues exceeded budget by approximately $727,000 while expenses were about $8.5 million less than budgeted, producing a stronger-than-expected fund balance. Auditors also discussed upcoming GASB (GASB 102/103 referenced in presentation) reporting changes and encouraged the district to include more management discussion and explanation in future reports.
A motion to accept the audit, presented as the audit for the fiscal year ending June 30, 2025 (Umqua Valley Financial LLC cited in the motion language), passed by voice vote with no opposition. The board thanked finance staff—Lorraine was singled out by auditors—for their cooperation.
Next steps: the district will incorporate auditor recommendations for GASB reporting and management discussion in future audit reports and continue to monitor the revenue mix noted in the risk disclosure (over 80% state apportionment/grants for the district).
