On Dec. 10 the Albany Planning & Zoning Commission approved planning application PA25‑045 for 911 Evelyn Avenue, a design‑review request to add roughly 665 square feet and a second story to create a 2,061‑square‑foot, three‑bedroom, 2.5‑bath home.
Planning manager Leslie Mendez told the commission the lot is about 3,750 square feet and the existing home is approximately 1,132 square feet. The project would add a 325‑square‑foot first‑floor addition and a roughly 352‑square‑foot second story that includes a new master bedroom, full bath and a rear balcony. The application also proposes demolition of an existing two‑car garage to increase permeable area. Mendez said the project meets objective development and design standards and recommended approval subject to the attached findings and conditions.
Homeowner Jonathan Ball said the addition is intended to accommodate a growing family; he described safety and budget reasons for the current layout and said the owners have updated the electrical system and are interested in installing a heat pump if feasible. Architect Tony Valadez confirmed vaulted ceiling heights up to 11 feet in the primary bedroom and said the addition could accommodate electrification.
Commissioners discussed the possibility of adding a door from the new bedroom to provide backyard access — noting that could be a relatively small budget change and might be valuable for future owners — and asked for clearer landscaping detail. Staff said they sometimes lack detailed landscape standards and proposed a future study session to clarify expectations for exceptional design review and landscape plans.
Commissioner (Speaker 3) moved to approve PA25‑045 for 911 Evelyn Avenue; Commissioner (Speaker 4) seconded. The motion passed on a voice vote. Chair announced a 14‑day appeal period before the approval becomes final.
Next steps: the applicant may proceed to building‑permit submittal after the appeal period and must provide landscaping detail as required by the conditions of approval.
