Ada County commissioners approve routine resolutions, agreements and a zoning variance; table courthouse handrail award to Dec. 2

The Ada County Board of Commissioners completed a series of routine actions at its Nov. 21 open business meeting, approving resolutions, agreements, budget adjustments and a zoning variance while deferring award of a courthouse handrail contract for further review.

The board approved application 202501820, a corner‑lot setback variance requested by Mr. Sessions to build a carport in southwest Boise. Richard Beck of Development Services told the commissioners the request was considered at a Nov. 12 public hearing and staff presented revised findings; after a motion the board granted the variance.

The board also adopted Resolution No. 3147 to convey specialized in‑vehicle HAVIS keyboards from the Ada County Sheriff’s Office to the Franklin County Sheriff’s Office. County staff said the keyboards are purpose‑built for law enforcement vehicles. The motion to approve the conveyance passed by voice vote.

Under Resolution No. 3148 the board authorized a sole‑source procurement to trial 'Karen' compactor wheels at the county landfill. A public commenter identified as Herb said existing wheels typically last two to three years and county staff said they want to test an alternative for longer longevity. The board approved the sole‑source request.

The board approved Resolution No. 3149, a staff‑led update to the Development Services fee schedule — last reviewed in 2008 — after public hearing and staff comment that the approach was conservative and intended not to 'price people out.' Staff reported outreach to the building contractors association and said no significant objections were raised.

Procurement opened bids for Bid 26007 (Ada County Courthouse exterior handrail replacement). Two bids were read into the record: London House Construction at $250,000 and Pacific Source Construction at $580,000 (both figures include a $25,000 owner’s contingency in the posted totals). Staff requested, and the board approved, tabling award consideration to Dec. 2, 2025.

On the consent agenda the board authorized payment of the claims journal dated Nov. 21, approved catering permits and license transfers, accepted a $5,000 contract decrease (change order No. 1) returning funds to the budget for a general services exhaust replacement project, and approved six interim event agreements for Expo Idaho (grappling events, a sportsman show, kennel club event, dealers association event and the Boise golf show). The board also approved a set of ten agreements, including an intergovernmental joint powers agreement with the City of Eagle to collect and expend development impact fees for jail and coroner purposes; county staff said Eagle is the first city to complete the required local process.

Sitting as the Ada County Emergency Medical Services District, the board approved the EMS claims journal, authorized Agreement No. 31190 (an intergovernmental agreement with the City of Eagle to collect impact fees for EMS) and heard an EMS update that the district will begin collecting a small fee on building permits issued in Eagle to support EMS services.

Most motions were adopted by voice vote. The meeting packet did not record roll‑call tallies by individual commissioner names in the transcript, only unanimous 'aye' voice votes for the approvals recorded in open session.

The board adjourned after taking the actions listed on the agenda; award of the courthouse handrail replacement will return for consideration on Dec. 2, 2025.
