Ada County board upholds Planning & Zoning denial for application 202402701 and tables final paperwork to Dec. 30

Ada County commissioners revisited land-use application 202402701 during their weekly open business meeting, ultimately moving to uphold the Planning & Zoning Commission—s recommendation of denial while tabling final documents.

Board members said they were influenced by widespread neighborhood opposition and lingering questions about whether the location is appropriate for a planned community under current ordinance language. One commissioner noted the county code appears to allow a planned community to be split into noncontiguous portions, a point several members said raised concerns about whether the application fit the intended ordinance structure.

During deliberations, staff reminded the board the public hearing had closed and that the record included substantial public testimony and thousands of pages of submitted material. The board discussed options including denying the application outright, tabling to allow applicants to prepare conforming documents, or making a conditional approval; the board opted to deny and to ask staff to return final, conforming documents for ministerial processing.

A motion to deny the application and uphold the Planning & Zoning decision was made and seconded; the board voted in favor and also agreed to table for final documents with a target next review on Dec. 30, 2025. The motion and vote concluded the item without additional testimony from the public, as the hearing had been closed earlier in the process.

Next steps: staff will prepare document language and any necessary findings to reflect the board—s action, and the matter is scheduled for follow-up on Dec. 30, 2025.
