At the Dec. 11 meeting, the Finance Commission unanimously approved a motion asking the town manager's office to conduct a review of municipal financial policies and circulate revised drafts for comment. The motion, proposed by the chair and seconded, directed staff to request administrative assistance in reconciling inconsistencies across documents, particularly definitions and thresholds referenced in the capital stabilization and capital improvement policies.
Commissioners said a coordinated administrative review would make it easier to convene representatives of the Board of Selectmen, the School Committee and the Capital Outlay Committee and to avoid repeated, piecemeal disputes about definitions and timing. Several members noted past efforts to convene tri-board reviews had not always led to final action and recommended that the manager's office prepare consolidated drafts and suggested a representative-based review rather than full-triad meetings if scheduling proves difficult.
The motion passed by voice vote; the chair said staff will send a letter to the Town Manager's Office to request the review and to propose a timeline for stakeholder participation. Commissioners also suggested that this administrative review could feed into broader capital planning and reserve discussions ahead of the winter/spring budgeting cycle.
