Residents press Ada County over Boise sewer moratorium as AOI decision is delayed

Speakers from southwest Boise told the commission that long-standing restrictions on hook-ups have left parcels and commercial lots unusable, slowing infill and making neighborhood commercial development uneconomic. Carlos Vidales, who said pipes run in front of some properties that cannot connect because of the moratorium, asked the county to consider conditioning AOI approval on a change in Boise policy, or to coordinate a solution that would allow sewer connections. Neighbors described developers paying to run lines that then cannot be used because of city rules.
County staff said the legal mechanics of conditioning an AOI approval on a neighboring city’s policy are complex and require intergovernmental coordination. As a result, commissioners asked staff to contact Boise Public Works, seek the city’s input on drafting feasible conditional language, and return Dec. 30 with proposed wording and any agency comments.
What happens next: The Boise AOI item (app. 202501857) was tabled to Dec. 30 so staff can work with Boise and prepare potential conditions for the board’s consideration.
