Ada County approves Eagle, Star and Meridian area-of-impact updates; delays Boise decision amid sewer moratorium concerns

Ada County commissioners on Dec. 10 approved area-of-impact (AOI) amendments for the cities of Eagle, Star and Meridian and delayed a separate Boise request while county staff and city representatives work on follow-up language.
Staff planner Stacy Dupree presented the Eagle, Star and Meridian applications, each a comprehensive-plan and zoning ordinance amendment required under the new Idaho statute 67-6526. Dupree told commissioners the submissions met Ada County and Idaho Code noticing and procedural requirements. The commission voted to approve the Eagle application (project 202501861) after comments by Eagle Mayor Brad Pike supporting the boundary adjustments. Commissioners then approved Star’s AOI (project 202501859) and Meridian’s AOI (project 202501858) on staff recommendations and testimony confirming coordination with adjacent cities and affected landowners.
A separate but related Boise AOI application drew extended public comment. Dozens of residents and property owners from southwest Boise said the city’s long-running sewer moratorium prevents connections even where pipe infrastructure exists, blocking commercial infill and housing and distorting development patterns. Witnesses urged the commission to condition any AOI approval on changes to Boise’s sewer policy or to require more frequent reviews. Boise councilmembers in attendance told the board the city would engage with the county on options.
County staff told commissioners that drafting a legally effective conditional approval would require additional coordination with Boise and possibly additional notice. Commissioners asked staff to seek city input and explore conditional language; the board voted to table the Boise AOI application to the Dec. 30 open business meeting to allow staff to return with proposed language and agency comments.
Next steps: Eagle, Star and Meridian AOI amendments will be adopted per the approvals. The Boise matter returns Dec. 30, when staff will present drafted conditions and any responses from Boise Public Works and other agencies.
