The negotiated quote is $60,750; staff recommended adding a 10% contingency ($6,075) to cover potential adjustments, for a total authorization of $66,825.
Community Development Director (Okina) described the technical scope—data building, fee recalculations across building, plumbing, electrical, mechanical and miscellaneous permits—and said faster implementation will enable the city to update fees and increase permit revenue sooner. The council voted to add the urgent item to the agenda and later authorized the mayor to execute the agreement and the finance director to make necessary appropriations; the roll call was unanimous, 5–0.
