District 1 commissioner urges micromobility rules, flags funding risks if property-tax cuts occur

During member comments the commissioner also raised concerns about potential state-level changes to property-tax rules and the fiscal implications for county services. She said relying on a sales tax alone to replace ad valorem (property-tax) revenue would leave significant budget gaps and suggested modeling an infrastructure surtax similar to successful programs in other Florida counties. "The math's not mapping on just trying to use a sales tax to supplant property," she said, and asked staff to model alternatives such as surtax structures used in Alachua and Seminole counties.
The commissioner urged sensitivity to residents' current economic pressures and said any ballot question would need clear explanation of how revenues would be used. She said she had circulated a memo earlier in the year recommending inclusion of an infrastructure surtax in modeling for the county's transportation funding conversation.
There were no formal actions on regulatory or tax proposals at the Dec. 15 meeting; the commissioner said she would share the memo and that the county's transportation funding options would be discussed in an upcoming presentation.
