ARLINGTON, Texas — Arlington ISD staff updated trustees Dec. 11 on the Capital Needs Steering Committee's (CNSC) work to prioritize district capital projects and prepare bond recommendations.
District leaders said the volunteer CNSC — roughly 40 community members representing the district — has completed four of six meetings, toured several schools and will deliver bond-ready recommendations in January. Presenter Doctor Collins described the committee's charge as reviewing enrollment, facility conditions, program feasibility and community input.
Staff explained the Facility Condition Assessment (FCA) process used to score campus needs. The district presented a district-average Facility Condition Index (FCI) of 26 (the presentation clarified that a lower FCI indicates better condition) and used South Davis as an example with an FCI of 88%, noted as a particularly high-need campus.
Presenters also reviewed enrollment trends provided by demographers from Zonda showing statewide declines mirrored locally and walked trustees through a finance overview about bond capacity and M&O/INS tax buckets; a Hilltop financial advisor explained what bond capacity could support but no specific tax-rate proposals were presented at the meeting.
Staff described outreach and transparency tools, including a CNSC web page (aisd.net/cnsc) with agendas, presentations and a feedback form. Chief Communications Officer Taina Northington said web feedback is routed by email to the appropriate committee members and that frequently asked questions can be added to the district's public materials.
Trustees were reminded of upcoming CNSC dates (Dec. 17 and Jan. 12) and encouraged to observe meetings as the committee narrows priorities. District staff said the committee will prioritize projects through 2029 and prepare bond recommendations for the board's consideration.
