The Marshfield Plan Commission voted to table consideration of the Back 9 Estates preliminary plat, a proposed 17‑lot subdivision on about 25.3 acres northwest of McMillan Street and Saint Joseph Avenue. Staff said several required submittal items were missing and that reviews by the city's development review team and the Parks, Recreation and Forestry committee remained incomplete.
City planner James Levin told the commission the parcels are zoned SR‑2 and that most proposed lots exceed one acre. Levin summarized relevant city guidance from the 2017 comprehensive plan and a 2019 housing study, noting the city generally favors higher densities to improve land‑use efficiency but that market demand supports some larger lots. Staff highlighted technical concerns, including depth‑to‑width ratios for lots 5, 6 and 10 and a pending request from the applicant to serve lots with private sewer instead of municipal sanitary sewer; the latter would require a developer's agreement and review by public works and the board of health.
Staff also said the plat includes an outlot for a stormwater pond, estimated disturbance of about 9,950 square feet of wetlands requiring a Wisconsin DNR fill permit, and that parkland dedication or fees (proposed $200 per lot) remained to be resolved. Commissioners asked for more detail on sidewalks and pedestrian connections; staff noted the preliminary plat shows an expanded right‑of‑way (about 66 feet) and said sidewalk requirements can be negotiated in a developer's agreement.
After discussion, a commissioner moved and the commission voted to table the item so outstanding materials and departmental reviews can be completed. Staff will work with the applicant to prepare a complete submittal for a future meeting.
