Commission grants conditional approval for re-subdivision at 416 Grant Blvd; easement must be filed in 30 days

The Syracuse City Planning Commission conditionally approved a two-lot re-subdivision at 416 Grant Boulevard (R-25-59) on a voice vote, setting firm deadlines to prevent creation of an inaccessible parcel.

Pat Reynolds, the land surveyor representing the applicant, said the plan divides the existing parcel to give McDonald's its own parcel and that the parties were working on a reciprocal easement agreement for access but did not have a final draft to present.

Commissioners and legal counsel raised concerns that approving the subdivision without an enforceable easement could create a landlocked parcel. The commission adopted a motion that conditions approval on the submission of a complete reciprocal easement agreement within 30 days of the meeting and requires the applicant to file the re-subdivision map at the Onondaga County Clerk's Office within 62 days of approval.

A voice vote carried the motion to grant conditional approval with those deadlines. If the applicant does not submit the easement within 30 days, the approval will expire and the applicant must return for further action.

Next steps: applicant to finalize and submit the reciprocal easement for staff review within 30 days and to file the subdivision map with the county clerk within 62 days.
