The applicant, Dave Colegrove of La Bella Architects, told the commission the project record had been updated and that the current submission reflected the findings of fact in the staff report. Commissioners pressed the applicant on vehicle circulation and curb cuts; staff proposed conditions that would require the applicant to evaluate whether three curb cuts are necessary, to show a bifurcated one-way entry/exit for a drive aisle parallel with Glen Avenue West, and to use narrow curb cuts to improve channelization and flow.
Colegrove discussed parking expectations for ceremonies and how overflow might be handled: “Generally speaking, I don't think that we'll be crowds that large,” he said, adding that the owner has an informal relationship with the adjacent property owner that could provide additional space when needed.
Staff also recommended five bike parking spaces on the property, a prohibition on amplified speakers projecting music outside, controls on interior speaker volume to avoid violating the city's noise ordinance, and strict adherence to approved business hours.
Commissioners reviewed environmental materials (EAF Part 1 and Part 2) and, having determined there would be no moderate-to-large impacts, issued a negative declaration under the applicable environmental review process.
A motion recommending approval to the Common Council, including the six special conditions and the reminder that the Planning Commission's action is a recommendation only, carried by voice vote. The item will go to the Common Council for final action.
Next steps: the commission's recommendation and the conditions will be forwarded to the Common Council for final review and a decision on the special-use permit.
