Winnebago County Executive (speaker 4) told the county board that Faith Technologies has signed a letter of intent giving the company an exclusive 90‑day period to evaluate the county’s Fox campus property and consider a formal offer.

The executive said the LOI, signed Nov. 17, covers the 43‑acre campus but excludes the child‑care facility, and that the exclusive review period runs roughly to mid‑February. He said Faith Technologies is evaluating whether the campus fits their national training‑center needs and that the county has emphasized three priorities: generating new tax base, preserving the planetarium and civic arts center as community assets, and securing long‑term financial stability for those facilities.

The executive said staff have been sharing maintenance and other records to assist Faith Technologies’ assessment and that the county will not encumber the campus with other contracts during the exclusivity period. He emphasized there is no proposal to discuss yet and that any future deal would need to align with the county’s redevelopment vision and return to the board for approval.

Supervisor Swan asked whether the prospective buyer had indicated willingness to make community use of the Community Activity Center (CAC); the executive said specifics that involve negotiation should be discussed only in a properly noticed closed session. The county executive said the purchase agreement with Outagamie County requires an appraisal for highest and best use, and that any final transaction would need to conform to county requirements and board review.
