AISD demographer: enrollment decline tied to lower birth rates, shifting housing and school choice

Arlington — Zonda Education presented the district's fall demographic and housing report during the Arlington ISD Board meeting on Nov. 20, connecting recent enrollment losses to lower birth rates, housing mix and school-choice trends.
Hudson Huff (Zonda) reported that the district added about 115 single-family home starts this year and has roughly 60 houses under construction; the district also has roughly 800 multifamily units under construction and an estimated 2,700 future multifamily units. He said the district's student-to-housing-unit "yield" is about 0.254 (14,869 students and ~58,617 housing units in the district), and that kindergarten cohorts are smaller in part because of lower birth counts several years prior. "When you look at the district as a whole, you've got about 20 active subdivisions where we do have some level of activity," he said.
Trustees raised concerns about housing affordability and the district's ability to attract young families and teachers if local housing remains out of reach. Trustee Fowler noted starter prices and rental rates that may exclude young families and said the district needs ongoing dialogue with city officials to address affordable housing. Trustees and the demographer also discussed the potential influence of voucher programs and online options on near-term enrollment forecasts.
The presentation also highlighted pockets of new development (Rolling Hills, Spring Park Estates, Mercantile Lofts) that will feed different elementary attendance zones and affect planning for capacity and staffing. Trustees asked for follow-up data that links pilot curriculum outcomes and enrollment initiatives to these demographic trends.
The board did not take action on the demography report; staff noted the capital needs steering committee and related facility planning will incorporate Zonda's findings.
