Arlington ISD unanimously approves district-wide improvement plan centered on high-quality instructional materials

Arlington — The Arlington ISD Board of Trustees on Nov. 20 approved a district-targeted improvement and turnaround plan designed to address campuses with consecutive unacceptable state accountability ratings.

The plan centers on a single district strategy: implement and sustain high-quality instructional materials (HQIMs) used with fidelity, maintain a clear scope-and-sequence pacing, and promote "productive struggle" in classrooms, administrators told the board. "The strategy is specifically around implementing systems to ensure the consistent use of district-adopted high-quality instructional materials with fidelity," Superintendent Smith said during the presentation.

District leaders laid out a three-year timeline. Year 1 focuses on professional learning and establishing monitoring protocols so administrators can confirm materials are being used on pace; Year 2 focuses on deepening implementation and includes a planned systemwide rollout of Bluebonnet (Eureka) Math for mathematics instruction, contingent on the state adoption process; Year 3 emphasizes sustaining gains through PLC alignment and teacher expertise development.

Brett Champion, who led the presentation, said the district's immediate objective is measurable classroom change: "Is it the HQIM? Is it within 5 days of the scope and sequence? And is there productive struggle or productive grappling that's happening in the classroom?" He added that targeted coaching partners — including Bailey Education Group — will provide one-on-one instructional coaching for teachers in high-need grades and campuses.

Trustees pressed staff on implementation and enforcement. "How are we prepping to check for fidelity?" asked Trustee Wilbanks. Administrators responded that a cross-functional team will define success criteria, owners of each milestone and a regular rhythm of checks starting after Thanksgiving.

The board voted unanimously to approve the district plan. Trustees also emphasized that successful implementation will require some changes to practice at campuses where expectations are not currently met. "If you don't meet those expectations, this is not the place for you," Board President Chapa said in closing remarks, urging teachers and staff to engage with the change process.

The plan was filed with TEA as required and will be revisited with progress reports and data on implementation milestones.
