Commission approves several subdivisions and a short‑term rental SUP

Kleiner Minor Subdivision MS‑92: Planning staff said Mark and Amber Kleiner’s final plat met 2015 development standards and regulations and classified the proposal as a minor subdivision. The proposal divides Lot 1 of Marino Simple Subdivision 154 into three residential lots (approx. 2.7 acres, 1.98 acres and 2.22 acres). Staff recommended several conditions (plat recording within 18 months, recording in the clerk and recorder’s office in the presence of staff, and compliance with Wyoming statute 18‑5‑306). The board voted to approve the final plat with staff conditions.
Country Roads MS‑95 (sketch plan): The board approved the sketch plan to vacate the existing Country Roads MS‑51 and create a five‑lot subdivision configured for residential and agricultural uses. Staff summarized soils and percolation tests (performed 2020 and 2022), utility availability, an approved water distribution plan and required easements. The board approved the sketch plan subject to conditions including easement provision and a subdivision improvements agreement prior to final plat.
Sunflower Estates MS‑91 final plat: The board approved the Sunflower Estates final plat (four lots ranging from ~2.9 to ~6.5 acres), noting Garland Light & Power and the Shoshone Irrigation District had provided service commitments and an approved long‑term weed management plan was on file. The approval includes standard recording and compliance conditions.
Short‑term rental SUP 283: Planning staff summarized the application for conversion of an existing 952‑sq‑ft residence to a short‑term vacation rental limited to four guests with house rules restricting pets, events and parties. Agency responses were neutral; Game and Fish noted the site lies in mule deer winter range. The board approved the SUP with recommended conditions (noise, lighting/shielding, sign standards and compliance with county regulations).
Each approval included the standard conditional language used by staff — deadlines for recording, compliance with state and county statutes, and requirements to secure any outstanding agency permits.
