Council advances $8.1M in FY2026 amendments and passes appropriation ordinance

City finance staff told the council the proposed December amendments to the FY2026 budget reflect newly awarded grants, timing adjustments and previously approved projects that need formal appropriation before the transition in mayoral leadership.
Shantel Macy explained the amendments increase the FY2026 budget by approximately $8,100,000, bringing total appropriations near $169 million. Macy said the amendments do not create new programs or raise taxes but formally authorize expenditure of grant-funded and other resources already approved by council.
Council debated publication and reading preferences before placing Ordinance 26a on final passage. Jared read the ordinance title and the council held a roll-call vote to adopt the ordinance, which the record shows passed. The ordinance increases expenditures across multiple funds (general, street, transit, sanitation, water, water pollution control, ambulance, public works, alternative transportation, CDBG and golf capital improvement funds) and specifies revenues will derive from grants, unexpected revenues and unappropriated cash balances to pay for the increases.
The ordinance take effect following passage and publication as provided by law, and staff said the amendments allow the incoming mayor and council to begin their term with an accurate and closed FY2026 appropriation picture.
