Senior civil engineer Habibullah Habib presented the survey results and recommended updating the Tracy Municipal Code (Section 3.08.0.58, Article 12) to reflect field conditions and recommended limits. Staff corrected a typographical count in the report and described four segments requiring updates and one new subsection to be added to the code.
Council asked how the survey relates to enforceability with radar equipment. City staff and the CAO explained that conducting the survey makes radar enforcement more defensible against legal challenges; council may set lower limits in sensitive areas but doing so can affect radar evidence and enforceability. Councilmembers and residents urged extra caution in school and park zones; one neighborhood commenter said keeping a 30‑mph limit in an area with a school and park is “just ridiculous.”
Council waived first reading and introduced the ordinance by title. Staff will update code entries and field posted signs where appropriate and consider traffic‑calming measures where requested.
Next steps: staff will prepare the ordinance for adoption and follow up on requested traffic‑calming studies, particularly in the Cypress/Hickory/Corral Hollow corridor.
