The Portland SD 1J policy committee agreed at a short meeting to begin a multi‑year review of district policies, starting with Section 1 and then Section 7, with staff preparing research and draft recommendations for the board to consider. "We are to ideally review our policies every 4 years," the committee chair said, noting many policies now in the tracker predate that schedule.
Committee members and staff said several policies date back decades and need updated language and technical alignment with federal and state requirements. A staff member proposed grouping related policies into tranches so staff can bring consolidated recommendations; staff cited OSBA model policies as an external reference the district uses for some updates. Director Englesman asked staff to provide a list of policies rescinded in the last 10 years — she estimated about 30 rescissions — to help the committee understand what has been removed and what remains to be reviewed.
Committee members described the board’s role as reviewing, discussing and approving staff‑proposed edits, while staff will perform the detailed technical checks — including ensuring alignment with federal education requirements raised in the meeting. The staff member noted Section 5 (personnel/HR) is also undergoing a substantial "tone" rewrite and may be scheduled as a separate tranche.
No motions or votes were taken during the meeting; staff will draft the specific policy edits and return with recommendations. The committee confirmed it will begin the formal review with Section 1 at the next policy meeting and then proceed to Section 7 as staffing and workload allow.
