Ramsey County approves resolution supporting National Guard IRT improvements at fairgrounds

Ramsey County commissioners voted to approve a resolution supporting Innovative Readiness Training (IRT) work by the North Dakota National Guard to add paved roadways and parking at the county fairgrounds.
The resolution, introduced by a commissioner who had coordinated with Paul Becker, affirms the commission's support for the Ramsey County Fair Board's plans and states that, under the county's current land-use rules, no separate county permit was required for the construction as presented. The commissioner who drafted the resolution said he combined two requests from Becker into a single document and recommended the chairman sign it so the National Guard could continue its process.
Commissioners moved, seconded and approved the resolution by voice vote. "This resolution should suffice for what the National Guard needs," the drafter said. The vote was recorded as carried and the chairman was authorized to sign the resolution.
The resolution is intended to expedite the proposed paving and parking improvements at the Western State Bank Event Center/fairgrounds complex by clarifying the county's permitting position; the National Guard IRT partnership would provide labor and training opportunities under that program.
Commissioners did not discuss construction funding in detail at the meeting; the resolution addresses the permitting question so the project can proceed to the National Guard's next steps.
