The Quincy City Council on Dec. 8 approved an amendment to a 2020 land-disposition agreement that removes the master developer from the parcel known as R2 (the site currently used for the city’s seasonal skating rink) and reverts that parcel to municipal ownership.
Finance staff said the change is a technical but substantive revision that separates R2 from the R3 parcel (where a private development is under construction) and allows the city to determine future use of the R2 parcel. "What this LDA revision does in all essence is basically extract the master developer from R2," a city official explained.
Councilor de Bono asked whether there were any fees associated with the reversion and whether the city had plans for the parcel; staff answered there are no immediate plans and no transaction fees. Councilors expressed support for placing the concise amendment on the agenda and moving the process forward.
Votes and next steps
The amendment (Order 2025‑147) passed by roll call. Staff said R3 remains with the developer and that no immediate development is planned for R2; the city will retain discretion over future uses of the parcel.
