John Allen, Public Works, presented a proposed interlocal Memorandum of Understanding with Geary County to swap brief stretches of road for winter maintenance. "We're asking to swap those pieces of road, for winter maintenance only," Allen said, explaining the change is intended to provide safer turnarounds and reduce lengthy deadhead plowing runs.
The board discussed operational benefits, including easier access and reduced travel time for plow crews. Commissioners noted the swap does not involve roadway improvements — it is strictly an operations agreement that clarifies which county is responsible for plowing particular segments during winter. One commissioner moved to approve the memorandum and the commission voted in favor.
The agreement was presented as primarily administrative: it formalizes current practice for efficiency and provides a legal record assigning responsibilities between counties. The commission approved the MOU by voice vote.
