Staff reported that six bidders responded to the solicitation and that prices varied by more than $100,000. A county procurement analyst told the board one vendor submitted only hourly rates and minimal pricing detail, making it difficult to compare proposals on an "apples‑to‑apples" basis. "None of the six asked for what the other five what their bids were," a staff speaker said, noting references and some disclosures were still outstanding.
Several commissioners said they wanted to narrow the field to two or three finalists, review references, see material safety data sheets (SDS) for cleaning products and invite bidders to present to the board. One commissioner raised the possibility of a single hourly employee model; another cautioned against assuming one person could handle the building's square footage. "That particular option ... number comes out to about half of what the other ones did as an overall," a commissioner said of the hourly‑rate proposal, while another said vendors' approaches were "not apples and apples" and recommended interviews to compare methods.
Board members discussed whether inmate crews would be appropriate for cleaning tasks, but several speakers noted legal and operational limits. Staff confirmed funds had been budgeted in the general government contracted services line and recommended a careful vetting before award.
After discussion, a motion to table the item passed. Commissioners instructed staff to: confirm references, request full pricing and SDS from bidders, narrow the finalists, and arrange presentations or interviews so the board can compare approaches before final selection.
The board did not take a final procurement vote before adjourning.
