The City of St. Paul Park council voted Dec. 15 to adopt Ordinance 7-83, updating the B-2 assembly use section of the city code to include standard hours of operation for banquet-hall and similar assembly uses.
Council member Hagerty asked the council to add language to the draft ordinance that would set cutoff times: midnight on Fridays and Saturdays and 10 p.m. the rest of the week. City attorney Nate explained the draft already allowed the council to set hours and that Hagerty’s proposed language would be inserted to require those times for conditional use permit (CUP)-type assembly requests. "The ordinance draft just simply states that the council can set hours of operation...That would just then go into the ordinance," Nate said.
Council moved and seconded to adopt the ordinance with Hagerty’s proposed hours; the motion passed by unanimous vote. Council and staff noted that applicants may still seek special-event permits or CUPs if they need later hours for single events.
What this changes: the ordinance establishes a default neighborhood-protective hours standard for commercial assembly uses to reduce noise and late-night departures; exceptions are possible through event permitting.
