Street-lighting upgrade: Titus said Georgia Power will complete Phase 3 of a multi-phase LED conversion covering 613 lights; he characterized the change as essentially a wash and stated it would result in a total annual increase of $28.08 across the 613 lights, with energy charges for certain lights paid out of IPTF and the remainder out of the street-light fund.
