The Pine Valley subcommittee heard a detailed finance presentation Dec. 15 from finance director Liana, who said the facility's year-to-date revenue through November was about $11.4 million against about $10.9 million in expenses, leaving a surplus in the $440,000 range.
Liana explained the county's transition to the Tyler accounting system and why some early-year activity shows up as large journal entries rather than typical cash lines. "We started January with a pretty healthy cash balance there $4,800,000," she said, and described how property-tax receipts (about $754,000 assigned to the fund) and other deposits affect monthly cash. She also noted that some detail (utilities, medical supplies) is aggregated in Tyler under a 'bills' line until matrix tie-outs are complete.
Liana cautioned members about a revenue dip in 2024 that created variability year over year and urged maintaining a three-month reserve; she estimated a prudent reserve at about $3,000,000 given operating expenses of roughly $800,000 to $1,000,000 per month. She outlined a process for recognizing December receipts in January to keep fiscal-year accounting accurate and said once reconciliations are complete she will provide matrix breakout reports.
Committee members asked clarifying questions about month-by-month cash, payroll timing and how late receipts will be allocated. No budget vote or change was taken; the finance presentation concluded with staff offering follow-up detail when the period is closed.
