Richland County board to forward proposal to create city–county ad hoc committee

Richland County’s Executive & Finance Committee on Dec. 15 voted to forward a proposal to the full county board to form a joint city–county ad hoc committee.
The county presenter said the city’s administrator had raised the idea at a city council meeting and that the city is in favor of a joint ad hoc. "They are in favor of having the city county ad hoc meeting," the presenter said. The committee discussed potential composition, whether administrators should be formal members, and how minutes and records would be retained across two governmental bodies.
Board member Bob moved to authorize formation of a county portion of the committee and begin discussions; the motion was seconded and the committee voted to forward the matter to the full county board for approval. Bob argued that a limited number of board members could be designated to meet jointly with city council members and invite relevant county staff as needed. Other members emphasized clarifying composition and duties before finalizing appointments.
The forward to the full board does not itself create the ad hoc; it authorizes staff to work with the city to draft committee composition and duties for presentation to the county board in January.
