Selma’s City Council on Dec. 16 adopted an artificial intelligence use policy designed to set standards for ethical, secure and transparent municipal uses of AI tools.
City Manager described the proposed policy as establishing permitted and prohibited uses, mandating human verification of AI outputs, requiring security reviews of AI systems, and committing to an annual policy review as technology evolves. The policy also limits certain uses — staff said no personnel or legal information may be input into AI systems — and includes a requirement that staff document when AI materially informs a final staff recommendation.
Council members said the policy is an appropriate, cautious step as the city uses new tools. The city manager said the purchase of an AI system (Madison AI) prompted the policy work and staff will circulate costs and licensing details to the council in a weekly memo. A motion to adopt Resolution 2025‑138R passed by unanimous roll call.
The council emphasized that AI is intended as a tool to augment staff research and not to replace human judgment. The resolution requires ongoing oversight and authorizes staff to perform annual updates to the policy to reflect technological and legal changes.
