City manager reports $625,000 in savings, DEP grant and lower-than-expected construction bids

City Manager provided a multi-topic briefing on operations, procurement and grants that the council received for information.
Manager said the Destin Optimization of Government Efficiencies (DOGE) effort identified roughly $625,000 in savings, including approximately $430,000 from renegotiated health insurance, about $125,000 from direct purchasing for public-works materials, $12,000 in library savings, roughly $7,500 in IT subscription cuts and about $50,000 from HR reclassification and hiring changes. The manager said staff will continue those efforts.
The manager also said the city received notification of a $450,000 grant from the Department of Environmental Protection to update vulnerability assessments, and that Crosstown Connector construction bids were approximately half of the engineer’s estimate; because funding includes Florida DOT contributions, the city must present procurement results to FDOT for approval before proceeding.
Staff reported they had solicited four firms to perform outreach on annexation; one firm, Tallahassee Cherry Communications, responded and proposed live phone interviews for under $5,000. Manager asked the council whether to proceed under his spending authority.
Council members asked no formal questions requiring council action at the meeting; staff said they will return with procurement and contract recommendations and will bring the Crosstown Connector bids to FDOT for review.
