Damon Cox, assistant director for Juvenile Community Corrections, told the council the DOC grant they rely on for part‑time wages was exhausted faster than expected because of expanded programming and heavier case needs; he said the program has expended just over 3,000 part‑time hours this year and needs the appropriation to finish the year. “We have kids who have much higher trauma scores...the cases that we’re managing are more intense and require more attention,” Cox said.
Council members expressed concern the request came late in the year. “I just wish we'd had a little more notice,” one member said, but others stressed the program serves a vulnerable population and supported the appropriation to avoid service interruption. Council discussed internal controls and the need for better in‑year monitoring to avoid last‑minute transfers.
Pamela Burton made the motion to approve the $7,000 request from the general fund to cover part‑time wages; John Mallers seconded. The motion passed on a roll‑call vote.
