Staff told the council the recommended Peninsula Solar bid of about $917,032 is lower than earlier engineering estimates (about $1,076,000) and that market volatility has caused suppliers to withdraw earlier quotes. Staff said the modules under the recommended contract are in stock in Minnesota and that an immediate purchase is critical to secure tax incentives tied to 2025 procurement and payment.
Utility staff and the city’s power-systems engineer explained the tax-incentive structure under the Inflation Reduction Act of 2022: a base 30% credit, an additional 10% because the Upper Peninsula qualifies as an energy community, and another 10% for meeting domestic-content rules, producing an estimated 50% return if the project meets safe-harbor and domestic-content requirements. Staff emphasized the need for domestic-content inverters and modules to satisfy safe-harbor rules.
Council moved to approve the purchase and the motion passed by roll call. Staff said they were prepared to issue a purchase order immediately if the council approved.
