KCER replacement for SGS Web is half complete; staff report testing delays and ongoing SGS Web maintenance

Christie Bundrow, applications and information technology lead, told the commission the KCER (Commission Records Exchange) project—intended to replace the legacy SGS Web application used by courts and practitioners—is about halfway complete but approximately 1–2 months behind the original timeline. She said the delay resulted from staff turnover and a significant update required to the legacy system.
Bundrow described the current focus as building resentencing guidelines functionality and completing sentence submission features, and said staff are conducting user acceptance testing that replicates real cases in a test environment so results can be validated against SGS Web production data. "We are a little more than halfway through the project," she said, adding the team will adjust target dates and rebase the project schedule.
Carbon Creek Consulting was approved to continue as a contracted partner to supplement in‑house development. Bundrow also said the team must maintain and occasionally enhance SGS Web while KCER is being developed; she reported a recent clean audit by PSP and system usage metrics (over 93 sentences entered into SGS Web with 2025 sentencing dates).
