Commission staff presented an update on the Commission on Sentencing Records Exchange application (referred to in the record as CASER) and sought approval to continue a service purchase contract with Carbon Creek Consulting.
Christy Bundrow, applications and information technology lead, said the project is roughly halfway complete but has experienced setbacks including staff turnover and necessary updates to the legacy SGS web application. "We're tracking about 1 to 2 months behind our original schedule," Christy said, and staff plan to adjust target dates by about six weeks while continuing user acceptance testing of sentence‑submission features.
The commission voted to approve a Carbon Creek Consulting service contract to supplement in‑house development and provide specialized skills for CASER development. The approval clears the way for continued development and testing; staff stressed the legacy SGS web system must be maintained while the replacement is rolled out to courts and practitioners.
Staff also noted $500,000 of JRI 2 funds remain earmarked for the CASER replacement and that testing involves replicating real cases in a test environment to validate outputs against the legacy system. Staff will bring progress updates to future meetings and continue to coordinate education and outreach for rollout and training.
