Committee weighs climate roadmap, bike-share pilot and TID 3 housing implementation

Planning and sustainability presentations covered several cross-cutting initiatives. Kelly, the city's sustainability coordinator, urged the committee to fund a decarbonization roadmap that would provide engineering, life-cycle analysis and staged capital planning to hit the city's 100% renewable operations goal by 2040. "Completing future 1-off projects without a plan ... will waste both time and money in the long run," Kelly said, arguing the roadmap would help prioritize projects and combine enterprise and general-fund planning.

Planning staff flagged implementation of the Housing Action Plan tied to proceeds from the TID 3 affordable-housing extension, noting adoption would require Council action and possible changes to CDA powers. Staff said a new fund for affordable housing proceeds is likely and could be added through the budget process or later by amendment.

The committee also discussed an initial B-cycle bike-share proposal: staff estimated a ~$300,000 total project with an 80% TAP grant share being sought and a vendor commitment (verbally) to provide five years with no annual operating cost in some cases, though no written contract yet exists. Committee members pressed for clarity on operating costs, station siting to ensure equity and connections to housing areas, and whether the program advances climate goals or primarily serves downtown amenities.

Members expressed frustration at executive-budget cuts to the strategic climate action roadmap while also discussing potential carryover funding sources and grant strategies. Planning and sustainability staff agreed to return with more detailed cost estimates, grant status, and proposed fund structures for the affordable-housing proceeds.
