Committee approves contract to update Middleton's five-year outdoor recreation plan

The Middleton Finance & Personnel Committee voted Aug. 19 to recommend council approve an agreement with Parkitecture + Planning LLC to update the city's five-year comprehensive outdoor recreation plan (CORP) in an amount not to exceed $38,740.
Kylie, a city staff member overseeing parks planning, told the committee the current plan runs through 2025 and the new plan would cover 2027'031. Committee members asked whether park impact fee ordinance changes should wait until the CORP is drafted; Kylie said staff would continue financial work with Baker Tilly through the end of the year and could recommend a fee change for ordinance amendment timing.
Members pressed for deliverables that support public access and transparency. "Will we get a data file for layering into our GIS system?" one member asked. Kylie said the city will provide GIS data and shapefiles and that Parkitecture will be given the information needed to create map layers and an executive summary aimed at the public.
A committee member urged the consultant to consider the city's sustainability commitments, noting the city's LEED Gold status and previous council direction against artificial turf at the high school.
The committee approved the agreement by voice vote and recommended it move to the full council for final approval.
