Middleton committee approves budget amendment and construction work for Lakeview Park tennis and pickleball project

The Middleton Finance & Personnel Committee on Aug. 19 approved resolution 2025-33 to amend the 2025 capital project fund for the Lakeview Park tennis and pickleball court project (project 22-112) and recommended related contract actions to the full council.
The amendment, which staff said carries a $125,000 school impact note in the packet, was discussed alongside procurement items scheduled on the meeting agenda. A committee member noted the packet lists an award to Jeep Crow Excavating for $151,610; staff confirmed the award and related contract language will come before council. "That includes four additional TIF payments for the second installment of TIF incentives," a staff presenter said while summarizing the audit and bill insertions that preceded the item.
Committee members asked about downstream impacts on playground replacement budgets. Kylie, a city staff member involved with parks and capital projects, said the change "will not set us back this year," and that the city has three playgrounds currently in design and has increased the 2026 budget request by $40,000 to account for anticipated needs.
Engineering consultants described geotechnical testing that informed the undercut scope. "They did six test pits once it was all to subgrade," Ryan of Rettler Corporation said, explaining the team used averages from those pits to estimate what material could be reused and what needed replacement.
The committee also recommended approval of Amendment No. 2 to Butler Corporation (amount not to exceed $7,500) subject to city attorney review after staff confirmed the stormwater management plan exists under the original design contract and will be coordinated with county reviewers and erosion-control inspections.
Separately, the committee moved to recommend council award the undercut contract for the Lakeview Park tennis/pickleball project to G Pro Excavation LLC in an amount not to exceed $151,610, subject to city attorney approval.
The committee advanced the resolution and related contract recommendations by voice votes; formal contract execution and final approvals were conditioned on city attorney review where noted.
