John Wilson, who identified himself as the owner and a resident of one side of a duplex in Port Orchard, said the other unit has been vacant since July but the city is still billing the property as if it were occupied. Wilson said he is remodeling the vacant unit and requested that the finance department contact him to explain and resolve the apparent billing issue; staff asked him to leave contact information and promised follow-up.
No council action was taken during the public-comment period; staff indicated they would follow up with the resident about the water bill.
