Council extends community-events ILA with Kitsap PFD to end of 2026
Summary

The Port Orchard City Council approved Amendment No. 4 to the interlocal agreement with the Kitsap Public Facility District, extending the existing agreement to Dec. 31, 2026 so the city and district can complete design work on SR 166/Space Street and refine cost estimates for the proposed community events center.
Mr. Crocker, staff lead on the project, told the council that the current third-amended ILA would expire in 2025 and that the additional time is needed while the city completes design and obtains a final cost estimate. The extension is a time-only amendment; staff said it does not finalize additional funding commitments and is intended to allow the project to proceed to a point where a final agreement can be drafted.
A council member noted that many interlocal agreements were extended during the COVID era and that the delay is consistent with pandemic-related shifts in project schedules. Council Member Morrissey moved to approve Amendment No. 4; Council Member Teener seconded. The council approved the extension unanimously.
Action: Approved Amendment No. 4 to the ILA with Kitsap Public Facility District, extending the agreement to 12/31/2026. Staff will return with final cost estimates and a draft final agreement when available.
