The board approved several consent and management items, including returning a roughly 5.36-acre parcel in Woodbridge Business Park to city ownership and contracting Novotix for professional services to complete an asset-management rollout.
Jim, speaking during assistant utilities director reports, asked the board to transfer the parcel back into city ownership and to cancel the approximately $53,000 credit that had been applied toward BG Economic Development dues when the property left city ownership. A motion to authorize the utilities director to acquire approximately 5.36 acres passed by unanimous roll call (Newlove, Jesse, Wagner, Susiek voting yes).
Jim also described Novotix Elements, an asset-management and work-order system the city has been using; staff requested $87,500 to bring seven additional departments online for professional services (licensing costs are covered by the GIS budget). Jim said the per-division fee was a flat $12,000 and characterized the deployment as largely standard rather than highly customized. The board approved the expenditure by roll call.
Other items: the board approved the meeting minutes from Oct. 13 by voice vote, and staff reported routine operations: electric crews replaced 39 streetlights at Carter Park, clarifier cleaning is wrapping up, and public works completed concrete/asphalt repairs and leaf collection. Jackie said the city issued a press release about failing water meter transponders and will add a message to the December bills so customers can check whether their meters were billed.
What happens next: staff will cancel the earlier credit associated with the Woodbridge parcel, proceed with Novotix professional services under the authorized expenditure, and publish customer notices about meter transponder problems and any billing impacts.
