The Port Orchard City Council voted on Dec. 16 to create an ad hoc council committee that will review Chapter 2.04 of the municipal code, which governs council meetings and operating procedures.
Council Member Rosa Pepe introduced the motion and asked the committee to survey council members, look at best practices used by other cities, and return recommended changes within a six-month term. Council discussed scope and process, including that a formal resolution may be drafted to clarify the scope and limits. The council discussed Open Public Meetings Act (OPMA) constraints — including that committee surveys and communications must comply with OPMA — and staff indicated a draft resolution had been prepared to limit the committee’s term to six months.
The council approved the motion by voice vote. Staff will identify committee membership through the council committee selection process in January 2026 so the ad hoc committee may begin its review and report back to the council.
