Alamogordo approves rebid award for Fire Station 2 after procurement review; commissioner abstains

The Alamogordo City Commission voted Dec. 16 to award public works bid 2025‑004 for Fire Station 2 (project FD2401) to National Construction for an amount not to exceed $1,330,033.32 (including applicable gross receipts tax), following a rebid process.

City Attorney Daryl explained the original solicitation had been canceled as a precaution to ensure compliance with procurement rules and to address potential conflict-of-interest concerns; the project was reissued with minor form changes and reopened. Commissioner Josh Reardon announced at the meeting that he would abstain from discussion and voting on the item because of a conflict or potential conflict related to the original bid.

Commission discussion focused on bid variation between the original and rebid rounds and the role of subcontractors in price differences; staff confirmed scope of work did not change, but subcontractor packages did. After the motion to award (mover and seconder recorded at the meeting), the commission voted to award the contract; the meeting record shows the motion passed with five affirmative votes, one negative vote and one abstention. Reardon was recorded as abstaining.
